Component Minimums vs. Finished Runs
Your supplement MOQ isn’t one number. It’s the finished units a line runs and the component minimums suppliers set; read both before you commit.
Ask a contract manufacturer for their minimum order quantity and you get one number back. That number is doing two jobs at once, and the two jobs don’t agree.
One is the finished-unit run: the bottles a production line will actually fill, label, and cap for you. That number can be small, often in the hundreds. The other is the set of component minimums: the labels, bottles, closures, and droppers that outside suppliers will sell you, in the sizes they sell them. Those usually run higher.
A single quoted “MOQ” collapses both into one figure and hides which is which. Pull them apart and a small run stops looking impossible.

Short answer. A supplement MOQ is usually two numbers wearing one name: the finished units a line will run, and the components suppliers will sell you to make them. The finished run is often in the hundreds. The component minimums (custom labels, bottles, closures) are set by outside suppliers and usually land in the low thousands. One quoted number hides which is which.

Why supplement minimums exist at all, and which ones you actually pay
A minimum isn’t a manufacturer being difficult. It comes from real costs, and it helps to know which of them shrink as you scale and which of them behave like a wall.
Line setup and changeover. Before a run, a line is cleaned, sanitized, and calibrated; the fill is dialed in; quality checks bracket the batch. That work costs about the same whether the run is a few hundred units or several thousand, so it spreads across however many you make. A small run carries more of it per unit; that’s a price effect, not a barrier. It makes small runs cost more each; it doesn’t stop them.
The blend. A formula has a smallest practical batch: the least you can mix and still dose minor actives accurately and have the batch test true. Below that size, you can’t trust the result. This floor is set by the formula and the mixing equipment, not by anyone’s sales policy.
Components. Labels, bottles, closures, droppers. These come from outside suppliers who print and mold in fixed lot sizes. A custom label print run, a custom bottle, or a custom closure carries the supplier’s own minimum, commonly in the low thousands. Your manufacturer doesn’t set that number. It passes it through.
Testing. Per-lot testing and Certificates of Analysis, coordinated through vetted independent third-party labs, priced per panel and per lot.
Of these, setup is a per-unit cost that falls as you grow. The one that behaves like a wall (that forces you to buy more than your run needs) is the component minimum. That’s the number worth reading closely, because it’s set by someone other than your manufacturer.
The two numbers behind every quote: finished-unit run vs component minimums
Once you see the costs, the two numbers separate cleanly.
The finished-unit run is what the line does: fill, cap, label, pack. This is the number people mean when they say “small batch.” On Apollo’s floor, a pilot run often starts in the hundreds of units when compatible materials are on hand. The line does not need thousands to run well.
The component minimum is what suppliers sell. It’s set upstream, in lot sizes the manufacturer doesn’t control, and it gets passed through to you. A shop that quotes “2,000 units” as its MOQ is often just passing through a label printer’s minimum without saying so. The line would happily run 300. The label order wouldn’t.
Here’s the trap in blending them into one figure: you can’t tell whether the number in front of you is a production limit (negotiable, and lower on a bigger run) or a supplier limit that belongs to a printer or a bottle molder and won’t move no matter how you ask. You end up negotiating the wrong one.

The three material paths, and who owns the excess
Where your components come from decides how many minimums stand between you and a small run. Apollo Future Labs runs all three paths from its floor in Livermore, California.
Apollo on-hand stock. Bottles, closures, droppers, and other components Apollo already stocks. No supplier minimum stands between you and a run in the hundreds. Fewest minimums, quickest route to a small first run. There’s no excess to own; you use what the run needs.
Custom components. Your own bottle, closure, dropper, or printed label. The outside supplier sets the minimum; Apollo passes it through and says so before you commit. The excess is yours: custom materials remain buyer-owned unless Apollo agrees otherwise in writing. That’s disclosed upfront, never discovered on an invoice later.
Customer-supplied materials. You send your own components. They’re subject to receiving, compatibility, and documentation review before production use: a check that they match the spec and will run clean on the line before anything is committed to a batch.

A 300-unit pilot on paper: the worked math
Numbers make this concrete. Take a liquid supplement in a 2 oz dropper bottle, and say you want a 300-unit pilot to test the market. Here is every number that actually touches that run.
Bottles, droppers, and caps come from Apollo on-hand stock. No supplier minimum sits in front of 300 units. Excess: zero.
The blend. The smallest practical batch of your formula makes enough for about 500 units; that’s where the minor actives dose accurately and the batch tests true. You need 300. Apollo can fill all 500 (you keep roughly 200 extra finished bottles as sellable stock or samples) or handle the overage another way; the quote states which. Excess: about 200 filled units, yours.
The label. Your custom artwork means a custom print run, and the printer’s minimum is 2,000 labels, a low-thousands order. You use 300 on this pilot and bank 1,700 for later. Excess: 1,700 labels, yours.
Testing and CoA are per-lot, coordinated through vetted third-party labs, and quoted as their own line, separate from the production price, the way freight is.

Notice there is no single “MOQ” in that table. The run is 300. The blend comes in around 500. The labels come in at 2,000. Three different numbers, three different owners. The old question (“what’s your MOQ?”) has no honest one-number answer. The useful question is: which of these am I really committing to, and what do I get for the extra?
Why your component excess is reorder inventory, not sunk cost
Those 1,700 banked labels aren’t waste. They’re your next several runs, already bought at the better per-piece price a 2,000-label order earns. When you reorder (run two, run three, run four), the labels are already on the shelf. You skip the print minimum and the setup that rides with it. The overage pre-pays those runs.
That reframes the whole decision. A component minimum above your run size isn’t money lost; it’s inventory you’ll use if the product sells, and if you’re running a pilot, selling is the plan. The real cost of holding it is carrying cost: storage, cash tied up, and the risk that you change the design before you use it up. That’s a genuine cost, and it’s exactly why you don’t take every minimum on every component.
So make it a deliberate call, not a surprise. Bank the overage when the design and artwork are locked and reorders are likely: you’re pre-buying future runs at a lower unit price, and a pilot that’s meant to sell will consume them. Don’t when either is still moving: an unproven product you’re not ready to hold inventory for, or artwork you might yet change, turns banked components into scrap, and a stock component with no minimum would do the same job. The discipline only works when the component minimum is quoted on its own line, so you can see the trade instead of inheriting it.
Custom formula vs stock formula: how the minimum changes
The path you choose moves the minimums before you ever discuss a run size. The contrast is concrete:
- Stock or lightly customized base: you build on a proven base using on-hand components, so there’s no bench batch floor to clear and the fewest outside minimums stand between you and a first run; most of your components already sit in stock.
- Custom formula from the bench: you add the smallest-practical-batch floor (the least you can mix and still dose minor actives and test true) plus custom-component minimums chosen to match the positioning; both push more of your minimum into the supplier-set, buyer-owned column.
Neither is better: they’re different trades between speed, first commitment, and how different your product looks on the shelf. Questions that expose a hidden minimum
A quote that blends the two numbers isn’t necessarily hiding anything, but you can’t tell until you ask. These questions pull the component side into the open. Bring them to any manufacturer, Apollo included.
- Is your MOQ a finished-unit run, or is it set by a component supplier? Separates the production limit from the pass-through limit.
- Which components are stock, and which are custom for my product? Stock means no outside minimum in front of a small run. Custom means a supplier minimum you’ll inherit.
- What’s the minimum on each custom component (label, bottle, closure, dropper) listed separately? A single “2,000 units” is often a label printer’s minimum in disguise.
- If a component minimum is above my run, do I own the excess, and is it disclosed before I commit? The honest answer is yes and yes, in writing.
- What’s the smallest practical batch for my formula, and what happens to any fill overage? Tells you whether the blend, not the line, is setting your floor.
- Is testing and CoA inside the unit price, or quoted separately? Separate is the precise answer; it lets you compare quotes without a hidden bundle.
- Can you show the quote as separate lines: production, components, testing? If the number can’t be broken apart, you can’t tell which minimum you’re really committing to.
If a manufacturer answers these plainly, you’re dealing with a real quote. If the number can’t be decomposed, that’s your signal to keep asking.

Not by itself. A low finished-unit minimum is normal when components are on hand. The flag is a quote that hides the component side. If nobody mentions label or bottle minimums, you may inherit them later. Ask what’s stock and what’s custom.
Can I negotiate a supplement MOQ?
Sometimes on the finished run, rarely on component minimums: those belong to outside suppliers, not the manufacturer. The better move is to separate the two numbers, run stock components where you can, and treat custom-component excess as reorder inventory rather than negotiating it away.
